Why can’t I see all directories on vol1

If I use windows 95 to look at the Netware 4.11 Server volume I can see all direcories. If I go to the Server console and type load edit and hit the INS key, select the volume that I want which is vol1, I cannot see all directories on that volume. Is this a problem with the FAT, and DET? Will a Vrepair fix this ? Please help!
