Why can’t I Upgrade Early to iPhone 4?

I am 19 months into my AT&T contract. According to Apple memo from Jobs, I should be able to upgrade to iPhone 4 without $200 early upgrade fee. However, AT&T says that I have to wait until 8/22/10. Local Apple store says I can, but Apple online support says no. Can you explain this?
