Why does my network hang

I have a peer to peer using a hub. I share the drives on both computers and do the mapping.. etc. However, when I try to look at drive f: on #1(e.g. f: is the d drive on #2 computer) it is slow or never comes up and the task schedular shows it not responding. When I try to copy some files from one to another, I will get an error “Lan resource not available” The ethernet cards are netgear FA311 set to 10basetx and using an 3m office connect hub.
W98 SE being used. 256 m Ram on #1; 64m ramon #2.
