why does my wireless connection fail do to inability to renew ip address?

i’m visiting friends and trying to connect via their wi-fi with my desktop allbeit with a net gear adapter thru a non-high speed usb port./ i’m enabled with good signal yet cannot connect for an unrenuable ip address please help a frustrated computer illiterate
