Why does Whatsapp want to use your camera without your permission?

The latest update of Whatsapp has a new Camera permission which states “Allows the app to take pictures and videos with the camera. The permission allows the app to use the camera at any time without your confirmation.”

Why does Whatsapp want to take photos autonomously? Is there a security risk?
