Why is Outlook 2007 still filtering mail to the Junk Mail folder?

Why is Outlook 2007 still filtering mail to the Junk Mail folder?

We’re using Outlook 2007 ( Exchange 2010 ) and have disabled Junk Mail using GPO ( set the GPO to not filter emails ). One staff member finds mail still being sent to Junk Mail folder. The GPO is applying to all users including the one having the issue.

Our Exchange admin says that Exchange is not filtering at the server level.

We do use Norton to scan but was told it’s not scanning the emails.

Is there a reason why Outlook would still filter mail messages to the Junk Mail folder even after the GPO has applied? I’ve checked this user’s Outlook settings and he’s configured not to filter emails to the Junk Mail folder.
