Why my outlook isn’t receiving messages?

My Outlook is not receiving new messages, and may be corrupted.
How can I repair Outlook Express?
If Outlook Express can be repaired, will my inbox and outbox files remain
intact?
If I do a clean install, will I lose all files in my inbox and outbox?
