Why wonâ??t a retention policy work in Exchange 2010?

In December, I replaced our Exchange 2003 server with new Exchange 2010 server. We had a retention policy in Exchange 2003 that was designed to remove any message from the Delete Items folder after the item had been deleted for 90 days or more. It worked flawlessly. I???ve attempted to recreate this policy in Exchange 2010 using the Retention Policy Tags and Retention Policies tabs found under Organization Configuration ??? Mailbox. I???m quite certain the policy is configured properly ??? however, no messages are ever removed from Deleted Items. Has anyone else encountered this issue? If so, were you able to find a resolution?
