Wierd Environment for an IT department

I recently moved to entirely different country in the Middle East to be close to my mother who is really sick. I was offered a job to be an IT coordinator for a company that relies IT assistant from its sister company. After 2 months of working there, |realized that the IT people are way low in skills and the IT manager himself is been in the IT field for just 2 years. He was assigned to be a manager because the previous IT Manager was fired. I was hired by the company?s general manager and I was considered a threat to the new young manager for me to take over the IT department and his second man. I have worked in the United States with a very professional people and I really find myself better experience and advanced in education but it wouldn?t even occur to me to be in charge of the whole IT department. I would even reject it. Since I was not accepted by the IT manager and his second man, they hid and never involve me in any IT development for the company. I start working by myself analyzing company’s operations and recommended the best automation. It’s been a year so far and I am working by myself and I have accomplished a good IT boot to the biggest department for my company without the help of the IT department but with taking lots of time and effort.
My question:
Should I stay or move on to different company would appreciate my work?
