Win 98 Fatal Exception OE

I can’t get past the following blue screen at start up: Fatal exception OE 0137:BFF9A3C0. There was a storm last night, could this be from an electrical surge? I can’t find a reference to this at Microsoft Knowledge Base. Thanks for any help.
