Win 98, no keyboard mouse response

Windows 98, Pc boots partially reverts to safe mode then a clear screen with flashing cursor but fails to recognise floppy, cd, keyboard or mouse, the pc of an old friend who can’t afford upgrade. Where do look for the problem, I’ve checked the keyboard mouse ect.
