WIN NT 4.0 SYSTEM32 SCREEN

I have a Windows NT 4.0 workstation which, upon boot-up and after connection to the domain, keeps getting the “System32” menu screen. I have removed from the registry:
KEYLOCAL/SOFTWARE/MICROSOFT/WINDOWS/CURRENT VERSION/RUN the string called “BROWER CHECK” which has worked on previous workstation getting this screen. This particular continues to bring up this screen. Are there any other solutions to get this screen removed from the boot-up process?
