win xp, vista bus., and server 2003 not seeing each other in workgroup

I have a workgroup w/ server 2003 as a router and vista business and win xp on the clients. The vista network discovery doesn’t see the whole network, and the win xp doesn’t see the vista machines. Also the ICS doesn’t work at all on the vista machines. Any suggestions?
