win2000-HSP micromodem problems

Hi…I can install the modem if I delete it and re boot but it never works even after installing win2000 driver from manufacturer…device manager says it is not functioning after trying to get on the net-modem is PCtel do these modems not work in win2000…I’m using it now to get on here so it works fine in win98
