win2000 RAS server Dial-in user/password

Does anybody know if I can configure the RAS server on win2k to accept any User id and password after pap/chap authentication? I guess what I want is to soften or remove the userid/password security. I know it can be setup on locally attached devices such as palm tops.

Any suggestions would be appreciated…….
