Win2K Dialin solution for travellers

We have several users who require to dialin to our Win2K network whilst on the road. VPN is not a viable option as a local ISP number may not always be available, and due to the general understanding of such users.

I am looking for an acceptable solution that will allow a modem bank to hang off our Win2K RAS server, with security in mind.

What are other folks using? We only require three or so modems to support a minimal number of users.
