Win2k DNS

Win2000 with Active Directory. When attempting to create a DNS zone (internet) while there is no problem creating the zone file. When you try to enable the DNS forwarding, you get a message that this feature is unavailable as this is a root server. The DNS forwarder button is greyed out under server-properties-forwarders.

Any Suggestions?
