Win2k Services problem and SNMP service

Hi,
some of the services in Win2k will not start.
Task scheduler was one of these, i cant remember the others off hand, but there were 2-3 others.

The problem started after i installed IIS 2
i was trying to learn some server stuff and HTML.

Now, i have a new service called SNMP
i read up on it, but that didnt help me any.

Since this service was created, i cant start task schedular and some other services unless the SNMP service is started.

also, there are running process called
LOCATOR.EXE
and
WINLOGON.EXE
i thought these were only supposed to run for a second then stop ?
i dont remember seeing these before.

i have no virus or spyware.

any ideas ?
