Win2k3 licensing problem on redundant DC

Hello, I have licencing problem on redundant domain controller running on W2k3 server. I have started Licence Logging on both servers, but when I want to add CALs (user/dev) on primary domain controller, it fails with error “You do not have the appropriate access privileges to complete the operation” (I do it locally as DomainAdmin). I can add CALs on secondary domain controller, but then event log on primary one says that it fails to replicate them. Any idea?
