Win2k3 migrating users to a new server

I have a server that has had some problems in the past and I’ve setup a new server to migrate the users to

Both are running 2003.

Neither are part of a domain.

I’ve done some digging and see suggestions on useing moveuser in the resource tool kit or USMT.

Any suggestion on which will be the easest to get the job done?
