win2kserver and 98 client access

just installed a 2000 server (not domain
controller) clients get dns from ISP.
ISP also gave a static ip for the 2000
server.
set up tcp on 98 client to try to login
to the 2000 server. error message stating
that no domain controller is available to
authenticate. when the client comes up
i can map a drive to a folder on the server
but don’t see the server in network neighborhood.
1. does my 2000 server need to be a domain
controller in order for 98 clients to log
into it.
2. i don’t want to have to map drives to
the server
3. i want the 98 client to authenticate
to the 2000 server.
