Win98 Install prob. during hardware det.

During the hardware detection portion of the setup of Win98 I am given the following error “Windows\system\vmm32.vxd missing/unable to load.”
The system is a Pentium 100, 24Mb RAM, 820MB hard drive.
Can anyone help me solve this problem?
