Win98 startup problems

I have a brand new hard drive that has been fdisked and formatted for Win98. I have only loaded Win98 and Office and am having some problems at startup. Sometimes Win98 will bring up the option screen to run in safe mode. If I choose safe mode and let Windows load, then restart my computer, Windows will load perfectly with no problems.
Any ideas or suggestions as to why it does this occassionaly?
