Win98 – Won’t Recognise CD/DVD on Boot

Running Win98. Have Samsung SM308b CD writer/DVD combo drive. After booting up (no problems) the drive reads as no CD inserted although one has been loaded. Will eventualy recognise after several swap ins/outs. Correct drivers are in place/drive connected properly/ latest firmware etc. On inspecting the Registry an entry for the drive was found under SCSI.
