win98se fatal error with winipcfg

How to remove and re-install TCP/IP on win98se.
I have the same problem with win95 with winipcfg was run. The solution provided by Microsoft was to run ws2backup.bat in dos prompt for win95. I can’t locate this command in win98se. I had also tried to remove and re-install TCP/IP, but still the same problem. Also tried to re-copy “sysbckup” to c:\windows\system directory, but still not working.

Any help?
