Win98SE slow responding.

2 laptops, 1 a compaq, 1 a hp. for no obvious reason when you try to do anything the computers just pause then finally open the application. I have disabled virus checking, removed most startup options. Defragged, updated network drivers, replaced system board and processor. Disabled power management. Any help most appriciated.
