Windows 2000 DC HDD failure. How do I integrate a new 2003 server?

I had a Windows 2000 server which was the DC for it’s domain. I have had the Hard disks fail on this machine. I can still access the data via a boot disk but the server is effectively dead. I now have a new server running windows 2003. I need to make this the DC and get Active Directory running on it. It was connected to the domain before the old DC died, but wasn’t configured as anything other than a basic server. The network has about 23 PC’s all running windows 2000. Active Directory was running on the old server and each machine and user had an account. How do I restore services as quickly as possible under these constraints?
