Windows 2000 issue

I have a PC running windows 200 and it has acquired a virus which locked up the PC. I tried to reboot the PC and now the system performs a rolling boot. It boots through the Bios and begings booting into windows then shuts down and reboots continually. How can I stop this and get a virus program like AVG loaded on the PC to clean up the system? Any Ideas?
