Windows 2000 Policy

We are running a network which uses windows terminals for all the users, which a policy then determins who can access which programs. For one user we are trying to configure a laptop which is also running windows 2000 on the network and also standalone. The problem is this : every time the user logs on to the laptop the policy filters through. we cant remove him from the policy because he still needs it to start when he logs on to the windows based terminal. Does anyone know of a way to get past this problem?
