Windows 2000 Professional.

I? am currently running a NT 4.0 domain with windows WS and 98 clients. However, I have deployed Windows 2000 Professional to several of the developers. The problem I? am having is that they can?t write to the registry without having admin rights. Obviously this is a huge security issue. Is there a way to run Win 2K professional in a NT 4.0 domain and allow users to write to the registry without giving them admin rights?
