windows 2000 server

using cmd and command.com
when I run command to startup, typing dos command the character in windows won’t appear but it display after pressing enter. much more like delayed to display.
cmd.exe appear no problem at all in executing dos command.
Please help. I have a trend officescan Anti virus.
OS no problem no virus.
