Windows 2003 and Windows 2000 DFS Issues

I have two new 2003 servers and one windows 2000 AD server. All servers are up and running fine, I was tring to set up DFS and have the files replicate with all three servers. When I set this up on the root DFS which is on the Windows 2003 server, I get an error when I try to set up the file replication for the windows 2000 server only. It stats that DFS is not installed, when I check the windows 2000 server I don’t see anywhere to install DFS but I do see the DFS console. What am I doing wrong here, any help would be great.
