Windows 2003 RRAS/VPN

I’m trying to setup a RRAS/VPN server for a small medical practice with 2 offices. The goal is to connect the two offices without using Terminal Services and be able to run the Medical software application and scan insurance information into the server. I can make a VPN connection to the server and browse the shared directories through the run command but cannot see the desktop. When I use the remote desktop to connect to the LAN IP, I cannot see the desktop without TS running. Can somebody have any ideas to help me out.
