Windows 2003 SBS – Policy problem

I have been running a single site 2003 SBS server for two years (192.168.1.0). I have added a new site (192.168.2.0) via a VPN using PPTP. Clients can be added, shares have correct permissions, logon are fine, but my policy that locks down the desktop (no right click, no control panel, etc) won’t work at the new site. Any ideas?
