Windows 2003 Security Settings & User Rights assigments

Something happened to the network security settings. I used to be able to setup Allow Log on Locally and Log on as a Service to any server. Now the Add buttons are greyed out. How do I get the network back to the way is was – allowing me to set the permissions on each server.
