Windows 2003 server CALs

Hello

I updated my domain from 2000 to 2003 R2(by adding one 2003 R2 DC to existing 2000 domain with 2 DCs). we bought 20 CALs with R2 I want to add those CALs I dont know how to add them.

when I try to open admintools–>licencing I am getting error:”The license logging service is not running on \\newserver.mydomain.com or \\newserver.mydomain.com is not accessible. What I need to do?
