Windows 2003 server storage permission problem

I am running windows 2003 storage server. When I try to change data or to save a file under a different name I get the error message “this file is marked read only.” or ‘you dont have permissions to save/access this file”. I noticed that my files/folders are marked read only. When I try to change the permissions to full control the files will revert back to read only.

What is up with this and how can I change the permission so that my users can change and save their data?
