Windows 2003 shutdown problem

When I shutdown my Windows Server 2003 I always get one or both of these End Program Menus that pop up: “End Program DDE server Windows” “End Program Microsoft Mangament Console”

When I look in event viewer I see “Event 4, source ACPI:
AMLI: ACPI BIOS is attempting to read from an illegal IO port address (0x71), which lies in the 0x70 – 0x71 protected address range. This could lead to system instability. Please contact your system vendor for technical assistance.
Another thing that is happening is that when I try to uninstall a program unistall will just hang, I tried doing it through Add & Remove programs and through the program’s uninstall
