Windows 2k user rights

I have a Win2k server (domain controller). With users using Win2k Pro. Win2k by default do not allow Domain users the rights to install software applications themselves.
I would like to allow the users to have the rights to install softwares while not granting them user rights of Domain Admins or Administrators.
Please help thank you 🙂
Is it possible to create a new Security Group where i can specify the necessary rights i would like to grant the users?
