Windows 98 Available Physical memory

I an running win98, installed office 2000, thies to use the orgizational chart, and it says i have no memory and will not run the program. After playing around i find out that phy mem goes from 0kb to 12000 kb. can i correct this problem. system is 200, with 64 mb sdram, swap file is set at 200 mb
