Windows 98 Explorer

Recently when right clicking on windows 98 explorer (as is trying to view properties or delete) the screen goes black. It then shows numerous vertical flashing color bars on the right half. The ‘Esc’ Key returns the screen to the desktop but generally somne icons are removed from the task bar.
Reinstalling a backup of windows explorer has no effect. What should I look for, and can I download the explorer file?
