Windows 98 shutdown and reboot

Maybe this is two separate problems, but win98 won’t shut down, and when I reset for reboot I get this error msg:
Windows cannot determine what configuration your computer is in Select one:
1. Original configuration (win98 starts when I select this)
2. Start system in MS-DOS compatibility mode (haven’t tried this one)
3. None of the above (win98 starts with this selection also)
