Windows 98 Will Not shut down

I have a Win98 PC and everytime I try and shut it down ….Start -> shutdown -> restart or shutdown the computer just flashes and goes back to the desktop as if I never tried to shut it down . Their is no application running in the back round I madesure of it .

Has anyone seen this before ?
