windows administrative shares permissions

I want to be able to set permissions on administrative shares without Tweakui that have an access control that can set special permissions, which I want to push out on our network, maybe there is somekind og GPO, or helping aministrative template that can do it in another way.

The reason is because all our users are member of a domain group which is set to be administrator on all computers in our network, the thing is that they should not be able to access eachothers C$ if they should have the knowlidge to do it.

Hope anyone have a good solution for this.
