Windows cannot access the specificed file…yada yada – different flavor

Ok so I wish any of these great ideas worked, mine seems to be a slightly different flavor. After getting rid of some ugly virus on the PC, which included the running of Reg cleaners, I get this message only on Control Panel items, which then limited what I can do to solve the problem.

Help appreciated
