“Windows cannot find winsrvc.exe” error

I have a pc that gives the following message anytime an application tries to load:

Windows cannot find winsrvc.exe

This program is needed for opening files of type ‘Application’.

What causes this message to appear on the computer? We are unable to get the PC to run anything.
