Windows dir not being created in redirected Home Folder for TS users

I have 20 users who connect to a Win2k8 Terminal Server. One of the apps they use is a database that runs off of a network server. That app when first launched creates a Windows Directory in the users local profile folder that stores an .ini file which determines the application permissions and settings for the user.
I set up Home Folder redirection in Active Directory on our DC to point all TS user’s Home Folders to a network Users directory. After doing that the users launched the app and were getting the default user permissions set not the user defined set the .ini file provides. I looked in their Home Folder and the app was not creating a Windows directory in the redirected Home Folder…
All the Users have Full Control NTFS permissions to their network users/home folders.

I don’t know if this is a limitation of using terminal services or if it has something to do with folder permissions.
