Windows Explorer Shell

I have 3 servers.1DC,1 mail,1 file and sus Update server.last week one of the servers when reboot explorer shell does not stop.I have to manually end task to complete reboot.Yesterday the same happens to my DC and mail server.All processes are normal.Any thoughts how to resolve would be welcome
