Windows hanging

Im sorry if this question has been asked before.

When i boot up, windows seems to start the processes. It then stops for about a minute, before carrying out other processes.

During this time i cant open programs, they just stall.
Before the processes start running the anti virus program icon in the toolbar has an exclamation mark in it.

When the processes start running the anti virus has a red forbidden sign around it.

Finally a minute later, the icon appears as normal and i can begin accessing programs.

Any idea whats causing the delay? i have very few processes running on startup, and even when i cut it down to just the anti virus its still veyr slow. This is a brand new laptop so i cant figure out whats wrong? All help apprecieated.
