Windows is unable to print test page

I have a system that was running 98 and it will not print to a new inkjet either in parallel mode or usb. It will print in dos, When I try to print it says” WIndows is unable to print test page” Tried printer on another system and works fine. Did all the usual blew out driver, comber registry, etc. Then tried a winME upgrade and still get same message. I may have to reload system if I cannot fix this.
